These sites have a bad reputation and Google will consider your site as belonging to the “same neighborhood”, and you will be penalized, so know the sites you are linking to!
More importantly than linking to other sites is the inbound links pointing to your website. Again, it’s not just any links, its relevant and trusted links that Google thinks are important.
So how do you get sites to link to you? You have to create content, articles widgets tools videos, anything that will make people want to link to you for. So if you are creating useful and informative content that is interesting to people in your industry, you will get the links you are looking for and that’s how you will get to the top of Google.
